Purpose of Division:

The Human Resources and Organizational Development Division manages the organization’s continuous learning and improvement processes. It does so through providing comprehensive Human Resources services and through its evaluation and audit functions. Equally importantly, this division inspires IRSA’s colleagues to contribute to the development, deployment and proactive monitoring of IR’s organizational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focused and regularly reviewed and updated.

Role summary:

The position supports a broad range of disciplines including: Payroll, Recruitment and Selection, Performance Management, Training and Development, Labour Relations, Health and Safety, Policy Development and Implementation, On Boarding and implementing Induction Programmes   The position reports directly to the Chief Executive Officer and works closely with all other HOD’s.  The HR Coordinator works directly with all third party vendors who provide products and systems used in Islamic Relief’s HR functions.

Educational Qualifications, Experience, Skills and Knowledge:

  • A degree in appropriately related HR functions, or a combination of education and several years’ work experience in the following; human resources, finance, business management , labour related fields and information technology.
  • Demonstrated experience in providing a wide range of personnel services to a high standard including recruitment and retention, equal opportunities, disciplinary action, advice to manager e.g. on sickness, redundancy issues.
  • Ability to plan, prioritise, implement and meet targets in a pressurized environment whilst producing accurate work with minimum support.
  • Ability to advise Managers and employees on HR matters.
  • Sound knowledge of employment law and its practical application in the specific context.
  • Knowledge of payroll systems.
  • Good knowledge of HR input to change management processes.
  • Well developed IT skills and knowledge of Microsoft office in particular Microsoft Word & Excel
  • Ability to supervise junior staff.
  • Experience of undertaking a range of tasks requiring a high degree of discretion, sensitivity and negotiating skills.
  • Experience of working independently and on your own initiative.
  • Good communication skills.

  • Good presentation skills.
  • Able to work on own initiative and able to be flexible.

Key Accountabilities:

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

Labour Relations

  • Manage, facilitate and advise on labour relations cases in respect of dispute resolution, grievances and disciplinary cases
  • Maintain a database/register and reports on labour relations cases
  • Provide advice on labour relations matters on resolving grievances, disciplinary and other labour relations matters
  • Facilitate end-to-end disciplinary processes in liaison with Line Management and represent the employer at external tribunals (CCMA and Labour Court) on assigned cases
  • Lead in the continued improvement of the health of the organization by monitoring performance indicators, such as absenteeism levels, grievances levels, disciplinary processes, employee wellbeing matters, development of initiatives and solutions.

Performance Management

  • Act as custodian of role profiles consisting of clearly defined role definitions and detailing the competence to successfully deliver in each role
  • Facilitate the effective implementation of the Performance Management strategy and system with KPIs for each role and ensures the consistent application of the system across dedicated clusters and functional areas
  • Facilitate the development of individual development plans for each employee and ensures these are actioned and implemented in line with the department’s needs and requirements
  • Provide performance management training to line management and staff
  • Provide guidance and training to line managers on how to manage underperforming staff and implement programmes for improving productivity.
  • Assist line managers with all queries relating to staff issues and how matters are to be addressed and taken forward

Recruitment and Selection:

  • Manage the end-to-end recruitment process, from advertising, shortlisting, interviews, vetting, offers and contract compilation.
  • Manage the job evaluation process and grading of positions.
  • Conduct orientation for new recruits and help new employees integrate into the organisation. Ensure new employees receive Induction Packs and associated information on their first day of employment and that facilities/equipment is readily available upon commencement of employment
  • Ensure alignment of the recruitment plan with Employment Equity targets
  • Manage, organise and control the recruitment plan, and ensure alignment of the recruitment plan with employment equity targets, prepare and submit annual Employment Equity Reports to the Department of Labour

Payroll:

  • Prepare and submit the monthly Payroll for implementation
  • Add new employees and remove employees exiting the service from the payroll report
  • Conduct a reconciliation of medical insurance and retirement annuity benefits
  • Manage the loan and advance application process. Update the monthly loan and advance schedule
  • Implement all relevant payroll changes as required

Other:

  • To ensure and proactively promote and foster a culture in which Islamic principles, values and approaches which are adopted by IR are consistently respected, applied and complied with in the delivery of the country / division / unit objectives and in the conduct of its employees.
  • Responsible for maintaining own professional development.
  • Maintain and update the Human Resources system.
